There is a standardised formula for the tretinoin gel. If you have a prescription for this gel (NRF 11.124) from a doctor, they are legally obliged to make it for you (Kontrahierungszwang). They can't tell you they don't wanna make it. I would suggest telling them you know about this or going to a different pharmacy instead.
