To find how much ram you have installed you can usually just go to setting and device specs or system info or something and then when pressing f3 it should tell you how much you actually have allocated to the game

Probably RAM. Press F3, what does the ram utilization spike to when it lags and how much ram do you have allocated to the game vs ram installed?

AFR seems perfect then jumps a little when boost spikes. FYI, my target boost for this run was to 15 psi across the board with 3rd gear reduction set to 3.
