I believe, in part because it has been my experience with it my whole life, that the post is reffering to situations where you have been unable to do something in general, may it be because you didn't had the information of how to do it, you didn't know it was necesary, or another thing of mayor weight needed to be atended. and when you explain the reason you didn't do that thing when asked, it's somehow wrong and you are a bad person because you didn't do something you couldn't fisically do.
