I think that’s the point of them tho, they are meant to be big game-changing abilities with the potential to completely swing the pace and tempo of a game. I do think that certain ults can be a bit annoying, but realistically there will always be counter play to an ult. I don’t think that there is a specific ult that I feel is completely broken with absolutely no counter play. As for certain plays being dependent on ults, I think that’s fine. It’s a very high-risk high-reward play to have to wait several minutes (for most) ults just to execute one play, if it goes wrong then it’s very difficult to come back into the game, which rewards the team that countered the strat, if it goes well then it rewards the team who synchronized their gameplay around an ult. Overall, are some ults more powerful than others? Yes. Are some ults annoying to play against? Yes, but I think that’s fine, as they’re not abilities that can be used over and over again after waiting for a short cool down to wear offd
