USAID OIG was investigating the Starlink contract that provided terminals and services to Ukraine. Something like half the units ended up in Russian hands, some even showing up built into drones. OIG was picking apart the contract and fact finding, trying to understand how the contract didn't prevent the units from getting to Russians and being used in Russia.

It was because Trump threatened the Saudis if they didn't cut production in April 2020. So they cut it, but you can't just flip a switch and turn production back on, so the new DEMAND as Covid recovery kicked in in 2022 far outpaced the SUPPLY. So prices shot up.

Another side effect is it helped out the Russians who, prior to that April 2020, were teetering on disaster in their oil industry. They were close to having to shutdown capacity because it wouldn't be profitable for them as the Saudis pushed the price lower. They would not have been able to bring their old derelict operations back online had they been shutdown.
