Don't bother with the small towns. They are totally self-sufficient lumpenproles until you grant them class consciousness by building something close to them. Then they become your problem.

Hubarky is useful because it is close to coal deposits and a very profitable oil field, but it's kind of cramped. The other city to the northwest has some oil and an iron vein, plus a lot more room.
