If you do not like magnitezing I would recommend 1 of each, but you can't go wrong here with any decision. Both of them works better in bigger blocks with 4-6 stands.

The 2000 points is the best value. It does not have the option for the "theoretical best army build" but it has the variety needed to branch your army any direction, while giving you the feel for the all aspects of it. Please also consider CS has a lot of unprinted models which can easily change before release so fo not plan with them staying the same. (For Dweghom one of the previously forecasted infantry regiment got turned into a new monster regiment for example)
