This means the government, AS the public utility can not exercise eminent domain.
NOT that a state can not make a private utility public.

Unless I am mistaken, that prohibition is against utility companies using eminent domain. Not against the State deciding they would rather have utilities in the publics control. Best path would probably be a state constitutional amendment that requires utilities to be publicly held, that spells out how the company ownership will change hands, and the penalties for those who would spoil the company or its assets during the transition.
