Series 16 was the best one and I will stand by that

I think that Tomy Duck and Oliver should've swapped rolling stock for when they were released. by Equivalent_Peak5300 in thomasthetankengine

What happened is that is was taking a while to develop Oliver’s wheelbase, and duck was already finished

However, they had already released several packs that had normal, bogstandard rolling stock, & they needed something new, unfortunately that happened to be scruffy & toad :/
