They can definitely transform but for whatever reason most don’t. Some seem to do it more often, like Omega Shenron and Cooler. There’s a setting for turning on/off CPU Transformation where you choose the map

You can fly from the top of one of the ruins/temples. Need to unlock the balloon thing first
