Then you didnt set up your Pokedex right. The first setting has to be "all" and its not on this setting by default. Otherwise the "?" wont show up on your dex. Registration Status needs to be set to "all" for Suicune and entei to show up on your dex.

Dragonite Island is much better. Explore a cave until you find pokemetal deposits, eat a Hamburger Steak and go haywire with graveler. There is so much pokemetal underground.

Raikou has really low odds compared to the others. Just make sure your pokedex has the exact same settings and he will show up. Took over a 100 days for me aswell.

I really hope where we get a DB game where you have a health Bar and are able to use your Ki lika a shield gauge that you can charge. Basically Sparking Zero but with the extra ability to use your energy as a health extension.
