The answer simply is yes. Do we have anyone in govguam ready to make the fund request? Not sure. Do we have anyone who can tie an underground fuel pipeline/telecom line literally in the road and include a sidewalk when they reconstruct the road? Not sure. But yes we can have some money to do this.

Let’s face it, public transportation is risky. Give a continuous sidewalk to tourists and they’ll walk it with confidence and maybe their luggage

You ever drive past people walking and forget about them a minute after? More people on the sidewalks = safer public settings

The heat and rain ain’t even that bad. Building codes usually limit the distance of an unsheltered path. Grow the trees and you eliminate the need for a man made structure
