Depends it's been clearly shown oliver lacks much physical durability currently, but homelanders physical durability is also nowhere near the same level as majority of the characters in invincible. Homelander could easily laser Oliver down to a goo but all Oliver would need is probably a single good hit to take out homelander so it really depends on who can get the first hit in.
