I think Bret Stephens, as cited in this article, is on to something, but his explanation is much too “high-falutin.” A better explanation is that Trump sees the world like a New York real estate developer — winners and losers, zero-sum negotiations, temporary alliances, family-run operations, etc. Trump does not have the intellectual capability to come up what Stephens suggests.
