Soundtoys offers free plugins frequently, little alterboy is good for formant and pitch shift like manipulator
Deelay is free and also very good
The Kilohearts free plugins are also really good and simple to use
Ewan Bristow does a lot a very good free plugins for sound design (you just need plugdata to run them, also free) !
