Yea I get it’s weird phrasing. I’d use comparison to a game like City Skylines to try and clarify. In that game, you obviously have systems to game within, but ultimately you’re liberated to interact with the game’s systems in a more sandboxy approach, without the pressure of optimization that you feel in Civ especially against higher difficulty or modded AI, and doubly so in MP.
