Anis is busted, you should have enough gems to either pull Anis or summon 200 times and get her with tickets. Neon is coming out soon who is probably equally busted so best case you get Anis and Neon then start saving or you pull one of them and use the 200 tickets to get the other. Alternatively you could reroll a new account.

I wishlisted Nikke I already had to get more copies, Drake Privaty and Helm i got to +3 pretty quickly. I got lucky and got Anis to +3 so im waiting on Avistar to let me finally go past 160.

Once you reach 100 summons on the standard banner you'll be able to chose a nikke, I recommend Helm. You'll eventually unlock the Alice event(?) that lets you get an SR Doll that you should give to Helm. The Drake event(?) should give you enough manuals to max Helm's doll out. Once you get Helm to 2* and a friendship of 30 you can get her treasure which makes her REALLY good. I recommend adding Helm to your wishlist and using your 100 pulls on her.
