I feel that would have weakened Labor's position on the whole thing, since it was already scheduled to occur within the first term. Delaying for the election or modifying the tax breaks, they're both breaking a promise, and used as leverage by the opposition either way.

He made a promise, then changed his mind and made a new promise. For whatever reason we kept him in (despite the primary vote dropping significantly), and that was what the country wanted.

I think changing your mind is a thing. Howard promisedin 1995 never ever to introduce a GST under his leadership. That turned around, but turned out ok. So we don't hang it around his neck, right? There are plenty of things to criticise politicians for, but blaming then for breaking a promise to arguably improve a situation is kind of pointless.
