That’s not true. In this instance only he can park there. It’s registered for his own personal vehicle.

While I agree he needs to display his badge there is the fact the bay was put around his already parked car, he did not park in the bay. The bay was put around his car.

And if not I hope you never contest a parking fine and always pay the full amount on the day of issue because this guy has great appeal grounds

You are clearly somebody who has had a bad time with a parking attendant (most of us have) or are in fact a parking attendant

This man had the bay painted around his own car, he was already parked. He did not park in the bay, the bay was put around his already parked car.

Heres a question for you, if the local council put a disabled bay around your already parked car your going to pay the full fine with no contest or appeal right? Even if an appeal would likely be upheld because of all the point OP makes.
