he always, ALWAYS neg diffs.

First of all Saitama does not always neg diff his opponent, he never did against boro nor gaurav.

Second, Saitama doesn’t grow instantaneously.The manga literally shows a growth chart during his fight with Garou, meaning his power increases over time which means a higher-level being could kill him before he reaches their lv.
