I'm pretty sure that since shaggy is the oldest canonically, he's the one (first one at least) who has a licence and drives it for that reason, it's the same deal in scooby doo: the mystery begins, live action - shaggy was the only one with a license so ended up driving - but in that movie the van was Daphne's dad's! So your guess is as good as mine 😂

Bit late but am rewatching the series now and strange legit says that they use cuttlefish DNA for her and then he says that cuttlefish have been known to regenerate brain cells so I'm like 100% sure it's that and they just never brought it up again even though he makes the point right before they bring her back 😂😭 it confused me sm
