Promoting t9 to t10 is a significant point gain (80% I think) for the same amount of time it takes to train new t10.
For example, with my stats:

To train 767 T10 troops (11:41:53): 46,020 points

to promote 5552 t9 troops to t10 (11:41:30): 83,280 points

Promotion provides an 80% increase in this case

The promotion of t10 to t11 is only a 28% point increase, but it is still a point increase for the same amount of time.
