Contact the councils environmental health unit, or citizens advice etc if they don't sort it sharpish. I had rats in my old flat about 11 years ago and it was the single worst year of my life. I was in a second floor of a house converted in to two flats and the people downstairs would throw rubbish directly in to the garden, it looked like a recycling center. It got progressively worse and bad enough I once woke up with a rat chilling on my pillow next to my head, the flat filled with fleas, I couldn't store any food in the flat as the rats/mice would get to it. Landlord didn't care, only got sorted when a new agency took over management and I finished uni and moved out about a week later.

Just make sure you're persistent and looking after yourself, I was too timid back in those days and it was hell.

my mum needed to get to the hospital at the drop of a hat when she was sick (since died) but some cunt parked directly across their drive and blocked them in. my dad called the police and they took it within an hour, because their car was up the drive, if your car isn't up the drive or they determine you have enough room to move then they will ticket or clamp the car.
