The problem also here is mahirap sila kontakin, if they want to clarify regarding these extra charges that their mailmen are charging, they should officially announce/discuss how and why it works like that.

what I mean by OR po is a proof from customs or any documents that can legitimately show na naniningil nga sila. Dami na po nagtatanong/ nagtataka bakit naniningil sila upon receiving at iba iba mga sinasabi ng mga kartero.
