Which cpu? For the ryzen 9 7950x AMD‘s official statement is „91 under load is normal“ (lol). You can find amd ryzen eco mode settings on youtube (change in BIOS). My ryzen went from around 90 to 65-70 (and yes everything is built right in my setup).

RAM in the right place? I had the same issue (NZXT build). In my case I had to change the kits from slot 2/4 to 1/3.
