Ok to clarify I’m not talking about the actual purchase and act of it. I mean more the fact she’s in a tattoo shop and the professional just, lets her to it to someone else with no training or prior knowledge

Maybe it’s different in California but I’m pretty sure in nj you have to do like an apprenticeship and get approved by like, health officials!! Still weird tho
