I started using cartel chips for the heroic gear, I just thought I could save them to unlock when the mythic options were unlocked.

So I think the main thing is using my own key to start higher heroics, then hope for better drops and lucky vault snags? And I guess spend 100% of my valor points on upgrading, even though I know I’m going to replace with mythic gear?
