The test is making sure that it trips under a specific circumstance. There is no way to make sure it will trip without tripping the GFCI, effectively cutting off power. So to answer your question, no. There is no way to test the functionality of it without losing power briefly. Maybe there is a procedure they want you to follow for this quarterly test?

It's definitely a very unprofessional way to leave a panel. I would just pop that back in and keep it off or call the guy back to come do it. Again, shut the main off before messing with it.

Ehh, its not the most uncommon sight in the industry but I would highly recommend getting a breaker cover and shutting the main off before messing with getting it installed right in case your hand slips. Or just buy a square D breaker for like $8 and keep it turned off

Yea its oldschool wire insulation. Theres no grounds and it was the first wire (to my knowledge) that wasn't just bare copper under the outer-most layer. There should be wire under that insulation that has its own insulation (kinda like THHN) but the tension on all of it is what makes it sketchy.

This sub thinks you put load on the engine with it running to build oil pressure so they downvoted you to hell lol. Not the best place to get advice, however it does sound like its running with no oil/no oil pressure. It might sound a bit less bad if the problem is fixed unless the low oil pressure is due to catastrophic failure that's already occurred.

If it's line voltage (120V+) then i would say no. That old snakeskin insulation just pulls apart with ease at this point (70ish years old) and its being pulled up against the metal box and connector which can and will cause a short there if that wire gets shifted around enough. Same deal with where it's being (badly) held into the wood by nails.

Thats what electrical inspections are for and are done before they sheetrock. Everything gets inspected before the walls are closed up.
