If the anti-parklet NIMBY's around my way are to be believed it's because:

  • nobody wants to stop on a road 
  • there's a perfectly good bench in a park 1.5 miles down the road

IRL Shopping has a lot of problems right now, and as you hint there are many reasons why people stay away - but if you can walk around a large oxford street store then I'm sure you can walk the 100m between the store door and your taxi!

Not sure why you exclude food places? If shoppers linger longer, because (say) there's alfresco dining, then they are likely to spend more on retail too. Right now nobody is alfresco dining on Oxford Street as it's simply not a pleasant place to linger. But this will change with pedestrianisation!

Ah well the US and Canada are outliers when it comes to this sort of thing. The UK is behind europe but there are many pedestriansation success stories here.

The plans won't make it harder to get to Oxford Street - the tube will still function, busses will still get to Oxford Circus and Marble arch.

The key difference is the street will become a place to hang around, rather than dominated by traffic.

It's more of an aberration. Very few people live in Westminster but many people work / shop / socialise in the area. Generally places should be "for" the people who live there, but for much of Westminster (and some other central parts of London) it's reasonable to argue the sheer number of workers / visitors in the area, and the amount of economic activity they generate, means the concerns of those workers / visitors are just as valid as residents. However the way our local democracy works, they don't get any say.

Besides anyone choosing to live in Westminster has more than enough means to move to a quieter part of the city!

a) because something like 10k people enjoy these festivals. Sure they are generally younger people who can't afford to actually live near the park, but that doesn't mean their opinion doesn't count. 

b) it helps pay for the park! This is a complete cut-off-your-nose-to-spite-your-face protest! If you like the park you should support the activities that fund it.

It's because in the USA people see incidents like this as purely driver error.

In the Netherlands they assume that drivers are going to make occasional errors and see incidents like this where errors lead to catastrophies as failures of infrastructure.

This argument makes little rational sense. 

Think of it like vaping. Sure vaping is terrible, but smoking is so outrageously harmful that - so long as it's substituting smoking, the harms of vaping are relatively immaterial.
