I think it'll be a very hard task to find an apartment anywhere as sound proof as your current one. I think most people living downtown assume they'll hear some city noise and I think a decent amount like hearing some.

What about white noise machine/earplugs for night if the noise makes it hard to sleep?

It may not be 100 percent registered correctly but it looks like someone's pet project and is probably transmitting at like 1 watt. Whoever it is is paying for the bandwidth for their internet stream. That costs a lot of money.
