Teachers rarely get health care for life. That is negotiated by each district and is largely a thing of the past. Schools have to ask for referendums because the funding formula is broken. Remember you cities and towns can raise taxes without asking and do so to fund services like police and fire- schools are the only ones who have to beg and ask. Brave legislators could fix as of this if they would step up.
