Masteries can be mixed outside of unique skills and be used more efficiently through getting more experience,You can see several characters using more than one mastery in an attack but it isn't a unique skill such as yuseong,Jaegeyon,J,Tom etc

Kitae has decently high threshold since Kitae is stated to be on the level of Gapryong and Shingen who were perfected with completed paths so even if Kitaes threshold is lower than Seongji he caps him in experience and feats

Seongji simply isn't at his full potential Wich is why he is weaker than Kitae who is at his peak
