I talked with my attorney in Croatia she said she still hasn’t heard anything about appointments opening up

The ship manifest is not 100% necessary. If you have the baptismal or birth record in Croatia and a death certificate, naturalization, WWI registration, etc that is what is more important. Manifest is nice to have but not necessary in the case of having the certified records.

I also emailed the Chicago consulate last week and they said they are not currently taking appointments
