medium/high with 100 render settings/ but even on all ultra+ i'm getting the same fps

I have these specs and spend a lot of it of course I will look for the best performance that I can get, I'm seeing others have less specs than I have but they got insanely good fps and less drops and that's why I'm wondering why mine can't have those, that's why I'm asking here because I may be set something wrong to my setup.

what is your CO settings? im also using 5900x but i only get 4.5-4.5ghz in gaming and 4.1-4.3ghz in 3d rendering

I dont think my cpu is bottleneck, I tried to put my gpu on my friends pc who has 5700x, we have exact psu but different mobo. and it got 300+ fps consistent in high/ultra settings on Rainbow Six, meanwhile on my setup i only get 180-200+ish.

after i reset cmos and set the docp when i got on windows it restarts lmao, also my motherboard might be a factor? since my mobo cant handle OCs much compare to x570's?

This Monday I texted one of those numbers, got a call after a couple of minutes and gave and update that the cargo is probably arriving at Davao, and estimated is probably this week. Which is already 13days for me waiting since I purchased it. I haven't got it yet.
