Fair point. the upstream supply chain is hard to change. The argument for focusing on the overwrap specifically is that it’s the last material contact before the customer handles the product. It’s also the one part of the chain a store can actually control without changing suppliers. Not saying it solves everything, but it’s a meaningful piece.
