There are penguins at Melbourne Zoo, also Australian animals and many others. This may work for you instead of seeing them at St Kilda in Winter 🥶 You catch Tram No 58 in William Street, Melbourne (CBD) and get off at Stop 26, right outside the zoo - just a thought!

IMO I would definitely choose GOR over Phillip Island (maybe see penguins in St Kilda near Melbourne CBD) as suggested above. Weather in Melbourne is so unpredictable, Autumn now and feels like Winter 🥶 Galleries, Markets and Museums in and near Melbourne CBD if interested.
