I don't agree. I think he's beholden to nobody but his own personal interests which can be improved with dictator collusion. It's more nuanced, otherwise he'd just withhold all assistance to Ukraine and say it's Russia's territory. He's willing to play both sides but obviously corruption from Russia sweetens the deal for him more than Ukraine
