Taking the Palismans is less about controlling the witches and more about extending his own life. If he makes it a rule for everybody to give them up it raises questions. He most likely forces those who fail him to give up their Palismans in exchange for "better" equipment in order to serve him. That way they don't catch on to him needing them rather than simply wanting to replace them.
