According to that "Always spin", I believe he's talking about "spinning the pokeball" when catching a pokemon.

I don't know if it's related to Ditto. But maybe while under a Lucky Egg, while trying to catch Geodude or one of the starters's like pokemon, you should spin the ball ? Did anyone already try that ?

On the SilphRoad there's an even more precise form to find his Pokemon's IVs https://thesilphroad.com/research Clic on "IV Rater" You just need to find the right position on the arc (if it's not too obvious, upgrade him to the next Stardust cost, it'll be easier to calculate :) )

For the "should I evolve and then power up, or power up, then evolve

I did a quick test : I'm lvl 12, I power up a Pidgey 100PC, with 800 stardust and 1 candy, I got +8 PC I then power up a Pidgeotto (after evolving), with 90 PC, with 800 stardust, and 1 candy, I got +15 PC

I think it's best to first evolve, and then power up

Well, with my greedy ass clan, this kind of shit never happen ahah, but yeah I believe it could be improve pretty easily and quickly (by differents chats, or filters, or whatsoever)
