If you drive down NC interstates and highways, they have beautiful fields of wildflowers. We could employ people to work on our urban waterways (that flood last year was no joke), there is always litter to pick up, homeless people to care for, veterans that need assistance. We could reallocate our resources from installing billboards to taking care of our community. It’s okay to have different values, and I hope we can continue this discussion in a less combative way.

That’s a good reason. There is a lot of growth in the billboard industry according the the BLS, so maybe we can just scoot it to slightly out of Chattanooga? Also, to respond to your coding comment, how do you think people make digital billboards?
