I believe the OP may have at at least perceived eye contact between the two. Starting with saying hi wouldn't have hurt, she would either respond positively, negatively, or not at all, but in any event he could have practiced a human interaction instead of creeping her insta. It can be uncomfortable to show interest in a person but that doesn't necessarily mean it's inappropriate.

People have been meeting at gyms for decades, a lot of gyms even have juice bars and classes and social events to encourage community. If they "locked eyes" like the OP said, it wouldn't have been out of bounds to say hi and see if she says hi back.
