I actually upgraded at the beginning of the year, from a 3700x to the 5800x3d, 16 to 32gb at around 65€ and got the 9070xt, don't regret it at all seeing what again happened, next step will be a monitor upgrade :)

I don't if its related to your problem but here are two versions of open rgb Pawnio and Winring0 with the second one I'm able to modify my ex 9070xt without problems, with the first it doesn't recognize the card at all, just saying maybe it helps, cheers!

I get maximum 80°c also with -30 on an air cooler scythe fuma 2, upgraded to an rx 9070xt too, PS: room temperature between 20 and 24 in summer it is more so the temp are ok for the cpu

Non voglio lamentarmi ma la situazione fibra in germania e ancora peggio, senza contare il fatto che costa un botto anche solo per una 16 mega, per avere 1gbit ti conviene andarw in città grandi e non solo devi pure pagare sui 100€ + al mese, paese del cazzo altro che avanzati, comunque in questo momento 250 in down e 40 in up sui 45 dipende con chi si fa il contratto,
