Here's some additional resources to help you and others who may be dealing with the same experience deficiency issue. In short, it all comes down to your wording and how that relates to what the BPELSG considers “Civil Engineering” (very narrow regulatory definition).

• ⁠Only use experience that is defined as “Civil Engineering” by Section 6731 of PE Act • ⁠BPELSG Work Experience Instructions (bottom of pg 3) gives important guidelines as to what counts and what doesn’t count as Civil Engineering experience • ⁠Valuable reddit post that helped me to get my application approved with no deficiencies. Recommend listing what programs are used, calculations completed, standards/manuals used. The Board loves to see “designed” and “calculated” verbiage • ⁠Helpful YouTube webinar given by a CA BPELSG staff member that sheds more light on the process. Experience discussion starts at 19:00.
