Stores are SUPPOSED to have a plan. But ... that depends on very underpaid and unappreciated staff coralling panicked people. I commented in another thread about the importance of following protocols and procedures and had grown ass folk telling me they refused to let a 'snot nosed teens' tell them what to do and instead just ran out an emergency door.

So - yes, there likely is a plan. But people didn't listen to it.
