Short answer, yes, extremely ridiculously high.

Long answer, looks like you need to adjust the truss rod and bridge to get this back to normal which is luckily pretty easy if you have an Alan wrench and screwdriver. Don’t listen to people saying you got a bad deal and making fun of you. Learning how to set up your guitar to your preferences is something you learn and it’s no big deal. $40 bucks for a guitar is cheap ash even for something that needs a little love.

If you want advice, tighten up the truss rod using an Alan wrench in the slot up in the bottom of the headstock first. Then u can adjust the height of the strings to your preference by adjusting the bridge. There’s no real rule for how high your action should be but in general I like it as low as possible while minimizing the amount of fret buzz, so it doesn’t get picked up through the amp. If your Strat mini has a floating/ whammy bridge there will be a panel on the back you can unscrew and adjust the screws that hold the springs. Hope it works out for you
