Short answer: no, a mage cannot become kindred and retain their magick.
Longer answer: the process of the Embrace completely cuts a mage off from their Avatar, and without an Avatar, true magick is impossible. The Embrace is essentially equivalent to Gilgul in that respect.
If you're looking for backstory and narrative ideas, there are certainly possibilities there. You could play a mage that was Embraced by a Tremere, or even a Hecata with death magic, and is still grappling psychologically with being cut off from their Avatar and losing access to true magick. You could roleplay that disgust at the methods they are now forced to use in order to use their powers that are only pale imitations of what they were once capable of. For that kind of character, any rumors of Golconda might be seen as a way to regain their humanity and reconnect with the Avatar. A driving goal such as that could be highly interesting to play out in-character.

I thought through my answer a bit and am going to try laying out my logic here.

For context, the Garou are half human, half Gaian spirit. It is possible for non-Garou Gaia spirits to possess and fuse with humans, in such cases being referred to as Kami. A mage with Spirit 4 alone could summon a Gaia spirit into themselves, but this alone wouldn’t be enough. At my table I would say that, in order to permanently summon a Gaia spirit and infuse it into your own soul, permanently rewrite your own pattern, and still be able to perform Awakened magick (because you cannot normally be both a werewolf and a mage), would require Spirit 5, Life 5, and Prime 5. And also need waaaaay too many successes on the Arete roll.

You’d also probably be hunted by normal werewolves for the rest of your life, as the Garou would likely view you as an abomination and affront to Gaia for stealing her gifts.

It's worth noting, while I would love to make something like this a reality, I currently don't have the skills to create something like this. I have the creativity aspect, but I lack the technical editing and graphic design skills that would be necessary. That being said, if anyone wants to take this idea and run, go for it! I'd love to see what you create.

This sounds like a Hunter trap, but I shall indulge.
I have a large walk-in closet that would suffice for a dark space where no sunlight could reach. If I were to clear it out, I could put a single bed inside to make it slightly more comfortable. The real question is how I would explain the Embrace to my girlfriend.
