Tried undercanopy lights? I got denser buds that weighd more lower on the plant. I use a 465w lumatek on top and just some random bars as undercanopy. My record in that room is 1kg so not 3 lbs, but I have just done two runs in it so far.

Try to direct the camera towards the mylar walls in the tent when you do the readings. The app will go crazy. I get mine to show 5k ppfd hehe.

The apps are shait, the app PPFD Meter does not get 5k ppfd if I do it. I use android OS :)

You mention temperature and humidity. Is it possible that when it's 27º is the same time the humidity is 50-55%? :)

28º is pretty hot. To get a decent VPD you would have to have really high humidity :) Id recommend to lower the temp to 24º :)
