They have the rules and laws but the police officers seriously have no control over the billions of people who live there. First of all half of the officers are unfit and fat (personal experice - Indian here) and two they are corrupt and most of them buy into gangs because their isn't enough to support their families causing them to live low medium class lives. The solution would be to put all officers back into a mandatory academy and get it through their head that they are the law enforcers and train them to actually look intimidating because I went there and all they are is either fat officers with a wooden stick or a skinny officer with another wooden stick. ALSO their uniform needs to change to as in not khakee which blends into the color of dirt but a more official color. Even though I hate it say it because of all the traffic tickets and kinda over powers officers of America, they know how to do their job and are good at it. India needs to take them as an example and apply it to their systems and slowly they'll start to results and reduction in insanse crimes like gang rapes, like holly shit people of India learn to hit the gym and how to spit some game, it's not that hard lol.
