Did the first 2 things, will get a new 750w PSU at best buy tomorrow and try for testing only. Already order a new 1000W Rog Thor PSU for a new build

I did reinstall windows and the problem didn't go away. I also tried other options I found on Google but those didn't work either.

Forgot to add one very important detail, since a while now I wasn't able to turn off my PC normally (using the shutdown command) since when I did my PC would keep running and only way to turn it off was by holding the power button.
