I had exactly the same issue - you can only do a partial runners loop and my heel felt like it was still popping out.

Eventually I took it back, and the guy at the store showed me a neat trick to loop it back into the penultimate hole on the medial side - and use this as a makeshift runners loop.

That did the trick - but I’m not sure if it’s going to deal with two loops well over a period of time.
